for right now in these talks. >> bret: ed henry, let's go down on the subject of defense cuts. doug mckelway has some of the specifics. they involve big numbers. >> for the first time since the passage of the budget control act of 2011, the pentagon today announced off camera briefing it's begun preparing for sequest race, and the harm it would do to national security. >> the white house said the mood should not be read as change in commitment to reach an agreement. >> this is act in response. that were is in stark contrast to the defense contractors in october. midst of the presidential campaign to hold off on issuing a 60-day notice of potential layoffs to workers required by law. >> for to us have gone this long a period of time, without making any preparations for it, i think is a gross disservice to the american people. >> for months the pentagon officials have been speaking descriptively about the impact of the cuts. >> face the prospect of budget sequestration. that would be devastating to national security. >> more detailed look comes from the economiststein fuller at george ma

's defense. >> she had reviewed the dpeor foer going. >> on sunday shows and went well beyond the talking points, we have decimated al-qaeda, that was nowhere on the talking points, said things the attack was a result of a heinous and offensive video. said the security at our consulate and strong and significant. that is not in the talking points and frankly not supported by the record of what happened. >> the talking points came from the intelligence community. you don't hear one criticism of david petraeus. it was his shop that produced the talking points that susan rice talked about. is there a double standard here? it appears there is, very unfair one. >> gregg: last week rice met with members of the senate armed services committee to try to explain the situation. lindsay graham saying that ambassador rice did not help herself very much. >> heather: supporters of mohammed morsi staging a demonstration in washington, d.c. standing in front of the egyptian embassy armed with signs. opponents were also out carrying signs with slogans like egypt deserves better. >> gregg: the highest cour

[ male announcer ] research suggests cell health plays a key role throughout our lives. one a day men's 50+ is a complete multivitamin designed for men's health concerns as we age. it has 7 antioxidants to support cell health. one a day men's 50+. it has 7 antioxidants to support cell health. try running four.ning a restaurant is hard, fortunately we've got ink. it gives us 5x the rewards on our internet, phone charges and cable, plus at office supply stores. rewards we put right back into our business. this is the only thing we've ever wanted to do and ink helps us do it. >>> welcome back. technology a bright spot, thanks largely to a move in dell. >> that's right. a rare bright spot in tech today. dell shares outperforming goldman sachs, upgrading two notches from sell to buy, net cash levels provide an opportunity for leveraged buyout. take a look at rese

that in the senate. in terms of saving money on defense, you are right, and we are. the two sides agreed to over $500 billion in defense cuts. people say is this funny money, is it real? it is not something i am in favor of because we live in a dangerous world we will lose 75,000 soldiers. we wanted to have 213 combat vessels. we will have 288. this is real reduction. i think the secretary of defense, secretary leon panetta has -- will tell you we have gone as far as we can safely go. i think both sides, and the president, i do not think we want military capability lower. i think we have saved as much as we possibly can. in terms of the other things, after the bush tax cuts came to thousand three, and revenue is higher than it was in 2003, and generated a lot of growth, and the deficit with the last republican majority leaving office -- our problem is a spending problem. we're spending a lot more money than we were then when the president came into office. we're putting off dealing with entitlement programs. we will double the people on medicare in the next 20 years. we should focus on where the prob

[laughter] >> how did that go? >> not too well, not too well. [laughter] which is my point. i spoke with the chinese admirals interpreter. i spoke with admiral commander in english, a great conversation. but never was the bridge build or even considered. and i think one of the key issues here, with respect to china as they emerge, as a real leading nation is the ability to build bridges, to communicate to build strategic trust and cooperation, to enable every forum, the east asian summit, asian, and others, all bilateral come multilateral relationships in order to keep the volume as well as possible spent last year i had the privilege of interviewing henry kissinger about his book on china. in their there's a chat about strategic trust. i said i can ask kissinger if you still kissinge

about energy when it was a forbidden topic in the defense department. this was through 2004. i got funding from the department of defense and it created the energy conversation. i want to get to a point that was brought up in number of times, having the american public understand this unbelievably complex story. i recommend you all watch alan alda's vido, "the flame." he asked what it was money was small and could not get an answer. he went up was done every university and they put on a worldwide contest to explain what a flame is to 11 year-old. they had 600 submissions and 6011 year old evaluated this. keep in mind how complex that is. i bought a book two weeks ago called "black gold" for my granddaughter by albert marin. i recommend of the academics in this room or anywhere. not many people are going to read or understand your report. a lot of what needs doing telling this story as that it has to be visual because it is so unbelievably complicated, interdependence, integrated, and for most of us, it just looks like chaos. i'm going to suggest that you do things like kids were st

-year-old trayvon martin. zimmerman claims he shot the teen in self-defense during a violent struggle and martin inflicted the bloody nose. does this change the arc of this case? let's talk about it with lose we will, fox news analyst and crystal panich a criminal defense attorney. the shooting happened and that photo was taken february 26th, 2012. >> right. jon: apparently the prosecution didn't release the color version of the photo until october 29th. doesn't that eight-month delay hurt the prosecution, the people who are trying to put george zimmerman in jail here? >> well it does hurt the prosecution but it is not fatal to the prosecution. the prosecutors should have turned over the color version from the very beginning. as a prosecutor you turn over everything. i have a open file system. everything goes over to the defense because i don't want these kind of allegations coming out later that i didn't turn things over. that being said it is the same photo, jon. it is not a different photo. just color versus black and white. it will not change the arc of the cases a you said. jon:

problem. you know, clinton took that approach in 1993. he cut defense way back. i think the president could do a little bit more to attract some people over to his side if he did that. but i'm just struck by the fact that we've got this completely outside game. >> right. >> there's not a lot going on on the inside in terms of real negotiation. but we'll get there. >> and steve, this is a point we brought up last hour. you know, everybody is debating over raising top rates for people making $250,000 or more. you look -- tom's talking about $88 trillion. you look at the small percentage, these tax increases as part of the bigger problem, and you realize that we're not even having a serious discussion right now. we're obsessed on something that's not going to save us. >> well, that's true. first, with respect to what david said, i think partly why they're playing an outside game is because they've been criticized in the past of playing too much of an inside game. the president's criticized himself for not taking his message outside, telling his story. secondly, i do think the president h

. the country's neighbor, turkey, received long-sought-after defense help from nato today. the military coalition also expressed growing concerns about the assad regime's chemical weapons supply. in an all too familiar scenes of civil war, rockets blasted and fires flared overseer i can't today. far from the fighting in brussels, nato members approved turkey's request for patriot antimissile systems. they will defend against syrian shelling and rocket fire that land on the turkish side. the issue has taken on greater urgency. amid u.s. warnings that syria could be preparing to use chemical weapons against the rebels. >> the syrian stock piles of chemical weapons are a matter of great concerns. we know that syria possesses... we know they have the chemical weapons. it is a matter of urgency to ensure effective defense and protection of our ally turkey. >> woodruff: nato chief also warned of even stronger action if the syrian government crosses the chemical line. echoing monday's statements by president obama. >> if anybody resorts to these terrible weapons, i would expect an immediate re

against potential disaster. we see the vix very low. they're not taking the type of defensive, decisive action. if we get a downgrade and if this happens, it will be terrible for the market. that's what's potentially on the market, if we don't make a deal in washington. >> scott, let me ask you again how you want to allocate capital then in that environment. i know george young is with us again, joining the conversation. i want to ask you the same question. go ahead, scott. how are you investing right now? >> maria, i think the best way forward is the way it's worked since the bottom of the market in 2009. risk assets are where it's at. the fed is very supportive. the consumer is back and engaged. housing is getting better. the fiscal cliff is actually constructive from the standpoint it causes people to come together and compromise because going over the cliff while we may do it for a short time period is not beneficial to anybody. it hurts everybody. >> so risk assets being, what, technology? what does that mean, technology? >> not necessarily. we would stay with dividend payers. we w

secrets. we showed what the ingredients are and it took a six months but we got the environmental defense fund to claim victory and have halliburton claim victory. here is a transparency, set of regulations that will protect the public and settle down all the hysteria and kirk -- furor about fracking. i did it when i was a kid diyala this. how do we get past that fear and uncertainty and create some sort of predictability to business needs? that became a symbol for our issues. to find the appropriate compromise so we can get on to the next problem. >> would you like to bring us up-to-date on california? maybe give us a sneak preview of the may revise briefly. >> where selling bonds and we're not disclosing materials between now and then. we just have to wait. it will be interesting. that i promise you. the basic fact is california increased its production of wealth, the state of 38 million people and all businesses. the economy is somewhat under $2 trillion. there is dynamic wealth creation in many respects. since the time i was last governor, a lot of people and businesses have moved els

spending. but many lawmakers want to avoid the automatic across the board cuts and defense budget that will kick in january 1st if congress doesn't act. they would prefer to make strategic cuts. >>> nudist are planning a city against san francisco. against-- planning a protest against city hall. they had to cover half a dozen nudist. the board voted 6-5 for final approval of a ban on public nudity. >> there is no evidence anywhere in science or any kind of research any legitimate research that nudity harms anybody. >> it's a very narrow piece of legislation having to do with our limited public spaces and public transportation. >> mayor ed lee is expected to sign the ordnance that will take effect in february. the legislation does exempt nudity at private beaches and special events. >>> san francisco police are investigating a deadly shooting in the city's is hayes valley neighborhood. they found a man who had been shot once in the torso and once in the leg. the victim was rushed to the hospital where he later died. so far no arrests have been made. >>> the former commander of an e

and defensiveness about the coal industry on the wane in america. today coal provides a third of the power down from nearly half four years ago. coal-burning power plants are shuting down across the country. there's a war on coal as you may have heard during the campaign, but the aggressors aren't bureaucra bureaucrats but it's natural gas. specifically the technology radically transformed natural gas production something called hydraulic fracturing or fracking. the name is opaque but the goal is simple. tens of thousands of feet below the surface there are deposits of natural gas trapped up within giant rock formations. fracking lets energy companies drill down to release the gas. that process has fundamentally revolutionized america's energy economy in a few years. the average annual price of natural gas is less than half what it was in 2008. large swaths of the united states from colorado to texas to ohio to upup state new york have massive natural gas reserves making them right for fracking. rhetts rebel based on concerns about health and the safety of the process. those battles may decide the c

cuts and entitlements or at least reform there. hasn't heard as much from defense. you are from a state that relies on that defense budget. it will get cut substantially. where does defense end up if we do get a deal? >> everybody wants to avoid sequestration. lots of my friends in the defense industry say don't do sequestration. do simpson-bowles indicating they have not read simpson-bowles because it was almost as high as sequestration in the top number. the numbers are roughly within the budget control act over ten years about $480 billion of defense cuts. sequestration almost doubles that. i think you'll see something north of 480 billion. substantially lower than that 950. what folks in defense industry have said is in addition to giving us a number, give us the ability to plan. one of the things that hobbles our defense industry more than anything is the absurd way we have run the federal government on three and six-month continuing resolutions. give us a window to plan and any legitimate business can plan against the budget. give us that number. >> some see that debt limit contro

is not in the plan. we proposed along side trillion in spending cuts that we agreed with republicans on defense and range of programs. we proposed 600 billion of detailed reforms and savings to our health care government programs. in fact the health care savings in that plan are larger than in the republicans in the past. >> gretchen: i understand why tim geithner is the guy to do the negotiations, my question why is it tim geithner. the treasury secretary is not supposed to be a political position. do republicans lovtim gite goit they thought they would get a deal done if it is the treasury secretary stopping by or should the president sit in the meeting. to your point brian, about making the campaign stops. it is because in a weird way they are wasting time until we get to the actual cliff. >> steve: sure. that is the pres pice. grover norquist said why don't we just get the c-span and watch the sausage being made. it could be too scary. >> brian: they had him out there and he defended himself yesterday. he's doing a good job exactly defining what he's going for. he's not the angry guy everyo

is not identified in this proposal. so what does that mean? all those defense cuts we heard so much about, essentially the answer is there's enough savings in this plan that could -- that we could deal with the sequester, saying there could be a punt on the sequester by the savings on this plan. there's a lot of information in here. it's very wonky. obviously, this is drawn out between the geithner and lou and boehner's people, but we see a new offer from speaker john boehner that he is not the house republican budget. they're trying to move more to the middle, and they believe this is the best way to do so, guys. >> on that $600 billion in health savings, do we have any clarity on what that would be? bahama ca obama care, medicare, medicaid? >> from the briefing it pertains to medicare and medicaid. the one specific thing we got is part of the health savings in the $600 billion mark would come from raising the medicare entry age from 65 to 67. something that the house republicans have talked about before. that is very much a big part of that 600 billion in health savings. >> thanks, luke

be in for a bit of a bumpy ride. as such, there's an opportunity to be defensive. look for some of those lower beta strategies. look for the defense sectors. >> in the meantime, it is pretty clear the markets are anticipating we're not going to go over this cliff, isn't it? >> yeah, they sure are. i'm surprised to see the level of optimism that congress is going to come to some resolution here. i think it's scary there's no plan "b." i kind of have three ideas of my own. the first one is let's get real, folks. if everybody on wall street thinks something is going to happen, there's a good possibility the opposite is going to happen. to me, i think it's a good time to maybe take a little money off the table, go to a little cash. the second thing is, when this market -- if we go into january without a deal, we could see a market drop on a level of what happened in 2008 when we failed to come to a t.a.r.p. agreement. 30% the market lost. >> that was a 700-point selloff. >> just like that. >> so joe, what do you think about that? i know you're saying, look, don't freak out, stay calm, assess the s

. as widely expected they agreed to take up a challenge to the federal defense of marriage act, which is the federal law that says the federal government cannot recognize same-sex marriages even in the states where they're legal. but and i think this is the surprising part the justices also aagreed to take up a challenge to california's proposition 8, which could either be a very narrow decision about california only or the justices could take up the basic question about whether states can deny same sex couples the ability to get married. these cases won't be argued until probably march, but i think it's very surprising. this is a huge action by the supreme court today wading fully into the issue of same-sex marriage. so it's going to mean that this will be an absolute blockbuster term. >> pete, can you talk a little bit about what it means to take two cases in this way at the same time? we know from the aca decision that justice roberts cares deeply about his legacy and the legacy of the court. how do we read that into this discussion? is he going to want to be part of a decision str

's book shows how important the defense command is in keeping christmas safe. >> it was the night before chris nas in norad air base. each one was in place waiting for the first sight of good old st. nick on his christmas eve night. santa claus has gone missing? >> brian: michael keen is the author of the night santa clause got loss and norad saves chris mampts >> good to be here. >> brian: bring us back in the place when santa was in trouble and norad came to the aid. >> santa claus gets lost on christmas eve and military rescue santa claus so much time is elapse santa doesn't have time to deliver the toyce . the general used tanks and planes and ships around the world to deliver all of santa's toys and got to get santa's approval to help out. >> brian: you broke the story first time in the book. >> that's right. >> brian: and you are unclassifying the story. >> i got defense department approval. >> brian: ambassador rice denied it happened. we'll look into it. the book is out and fascinating to see that norad was a way for kids to track santa almost by accident. >> exactly 1955. colone

? >> brian: cutting defense. >> we're probably going to cut defense. we're definitely raising taxes, payroll tax holiday is gone. we're raising taxes on everybody. do you want to do that at a time when the economy is fundamentally weak? raise taxes in a weak economy? not a good idea. this report in one hour is going to tell us an awful lot about the underlying state of our economy. >> brian: because of my unique position and what i made witness of hurricane sandy, i know you can not find an electrician. you can not find a plumber. you have to wait in line for a contractor. so anyone that says sandy wiped out jobs, you might have a point. they also gave a lot of jobs and a lot of the fema checks are up to $30,000. and they're building things and hiring people with that money. >> that is true. and next month when we get next -- december's unemployment report, you're going to see a blip up in number of jobs created because of what you're talking about. but in november, jobs were lost because of the hurricane, but not as many as to make up for a fundamentally underlying weak economy. >> brian: d

and then next year? >> for the next month, i have defensively positioned. what's worked in an environment where the fed is monetizing debt is stocks with bond like characteristics. it looks most like the bond market so that's what we're in. >> defensive stocks? >> yeah. utilities, health care and there is a portion of the market we would like to buy. the capital spending sensitive part, which has been the weakest bit. enterprise tack and industrial. but only on a correction that forces the politicians into what we describe as a good deal. >> so you don't do any of that now? >> no. for me, the market is in the wrong place given the massive deceleration and earnings we've seen and it's unlikely to change very much next year. and so this persistent fed making it more and more difficult to manage fixed income portfolios is probably going to affect that part of the stock market and keep a bid to it. but the more cyclical parts, i don't see them getting out of their own way for some time. >> did you already tell us you like small caps? >> wall street is now recommending the lowest equity allocation i

reporter joe carter is here to talk about all of this. what did he say in his own defense? >> i found several fire bob costas facebook pages with lots of likes. he went on the shows yesterday morning and defended himself and said that he did admit he made a mistake, that he used wrong forum to take on such a heavy-handed topic, that he should have listened to his own rule which is when you take on a topic as politically charged as gun control, leave yourself enough time to fully flush out that topic. and as we know in television, you only have so much time to talk about a certain topic. he had only about 90 seconds to discuss that topic. he broke his own broadcasting rule in taking on that topic in that forum. he also said he doesn't disagree with the second amendment, he believes people should have the right to bear arms but he believes we should change the gun culture in your country, like grabbing your keys, grabbing your wallet, grabbing your gun before you leave the house is how the culture needs to change. and the amount of people who want him to be fired for what he said sunday

is expected to announce his nominees for secretary of defense and secretary of state. that's according to white house sources. reportedly, former republican senator, chuck hagel is on the short list for secretary of defense to replace leon panetta who is stepping down. another top contender, john kerry. but the president is also considering to replace hillary clinton with john considerry. susan rice for the united nations, she is still facing opposition because of statements she made about the libyan attack. >>> president obama is meeting with two different groups today. both have concerns about the fiscal cliff crisis. he will lead with the ceos of business leaders and then later, he will meet with native- american tribal leaders. the one issue where he's refusing to budge in fiscal cliff issues. >>> the voters passed prop 30, which raises taxes on people who earn more than $250,000 a year. it also increases the sales tax. well, the ucla and der son forecast says because of prop 30 -- anderson forecast says because of prop 30, unemployment will not improve as fast and personal income
